Did he make it up, who knows and who cares as it's a great story and so pertinent re theives past and present, so I suggest the 'White Horse' becomes a Symbol of Popular Nationalist Protest against the Windmill Masters of Ardal Brechfa to day and in future times. (Sorry no time to retell the story here but will do so some time)
